Ensure the ongoing IEDR Phase 2 Use Case to Enable Comprehensive Whole Building Energy Consumption Analysis is designed to functionally serve the purpose of a statewide building energy benchmarking dataset for all large buildings in New York, and that the tool makes the data publicly available in a manner consistent with proven benchmarking practices.
