EIAT - Disadvantaged Communities layer

To the extent practicable, would be great to include some degree of supplemental information as to the disadvantaged community (DAC) designation criteria, i.e. which burden indicators trigger the DAC designation. Understand that this may be above and beyond what is needed here.
