[Copy] Ensure the ongoing IEDR Phase 2 Use Case to Enable Comprehensive Whole Building Energy Consumption Analysis is designed to functionally serve the purpose of a statewide building energy benchmarking dataset for all large buildings in New York, and that the tool makes the data publicly available in a manner consistent with proven benchmarking practices.

What is the status quo or problem to be solved?

The CLCPA requires 85 percent emissions reductions by 2050. Buildings are the number one source – 31 percent – of all greenhouse gases in New York State, but we know very little about their energy use outside of NYC. State leaders, market actors and building owners and operators cannot manage what is not measured. And further, inefficient buildings lead to poorer-performing equipment and higher utility bills for residents.

What impact would it make?

In contrast to the lack of comprehensive data today, publishing large building energy use data through the IEDR would help state leaders, market actors (including nonprofits) and owners target efficiency upgrades and track emissions reductions across a significant portion of New York’s building stock. How should it work?

The IEDR should serve as the platform for a publicly available statewide energy benchmarking dataset for large buildings. It should combine utility-provided whole-building energy data with key building characteristics from trusted sources. Data collection, formatting and download functionality should align with ENERGY STAR Portfolio Manager and NYC’s LL84 Benchmarking Open Data.
